The City of Oneonta announces an opening for the position of Code Enforcement Officer effective February 1, 2008.  Minimum qualifications either:

  1. Graduation from a regionally accredited or New York State registered two (2) year college or university or from an equivalent out of state college or university with an Associate’s Degree in building technology, architecture, engineering technology, Urban Planning or a closely related field and four (4) years of experience in general building construction or code enforcement building inspection;

 

- OR -

  1.  
  2. Graduation from a regionally accredited or New York State registered four (4) year college or university or from an equivalent out of state college or university with a Bachelor’s Degree in Architecture, Engineering, Urban Planning, Building Technology, Construction Management or another closely related field and two (2) years of experience in general building construction or code enforcement building inspection.

The position will be filled as provisional or temporary. A Civil Service Exam that will be given on May 31, 2008.  Which will result in a permanent appointment.

The salary will be based on qualifications and experience.  The successful candidate will be required to meet residency requirement at time of appointment.

Job Description

The Code Enforcement Officer/Authority Having Jurisdiction administers and enforces the Uniform Building and Fire Prevention Codes of New York State for all campus structures, facilities, properties and holdings that are within the jurisdiction of New York State relating to new construction, alteration, repairs and renovations. Performs a variety of routine and complex tasks in enforcing construction related codes. Reviews project documents, issues all project permits and certificates of occupancy, conducts or coordinates inspections related to code enforcement, and develops/manages permit/certificate database.  Projects range from system modifications to multi-million dollar construction/renovation projects.

Cornell University Finance and Administration employees are required to attend staff development training. Employees will participate in performance evaluations including dialogues, 360-degree surveys, assessments, etc.

Job Qualifications

Associate's degree in architecture, engineering or building construction technology or related field with five to seven years related experience, or the equivalent in practical experience (e.g, more than seven years), such as experience working in the construction field, including familiarity with documentation and submittal processes is required. Must hold Department of State (DOS) NYS Code Enforcement Official Certification. Continuing education credits, including completion of the mandated 2006 Code Update, must be up to date and current with DOS requirements. Must have demonstrated knowledge of NFPA, NEC, NEIS, ANSI, ADA, ABA and other standards and regulations bound to the codes of New York State.  Required to obtain CEO level OSHA Training including scaffolding, ladder, confined spaces, ARC protection, HazMat training etc.

Candidate must have the ability to establish effective working relationships with contractors, developers, architects, engineers, owners, and the campus community. Must have thorough understanding of construction methods and sequencing, the ability to read and understand complicated construction drawings and specifications, and the ability to communicate effectively orally and in writing.

Proficiency in MS Word and Excel and database software.  Must possess effective oral & written communication, interpersonal, and organizational skills.

Ability to effectively work in a team environment.

Preferred Qualifications:

Experience administering the Codes in a University/College or similar complex environment that includes all occupancy classifications, construction types and building complexities for both new construction and renovation projects.

Visa sponsorship is not available for this position.
